Two of the flags in Gaceta de Banderas no. 68, April 2001, are identical (fifth and eighth), and the titles given for these two look very much the same too, with only a minor (typo?) difference in the Malay version (the second one lacking the Duli). So I guess this is a mistake and both are actually a single flag.

These are the same title, ergo the same person. The first title is the
correct one, the second title is missing the word "Duli" (a title of
aristocracy/Royalty) and is therefore incorrect.
